Blue Striped

Is it illegal to park on blue-striped lines next to handicap spaces?
Is this a law in every state? I thought it was illegal in any state to park on blue lines. Also, how wide should the blue-stripe area be? In our small lot they made the blue line area wider than the space itself(!) Where can I go for details, etc.? I live in Missouri and cannot find it in our manual.
YES!! Those stripes are where a wheelchair equipped van assists people in getting in and out of the vehicle! Check with your local law enforcement to be sure.
